EU Import Changes の November 2026: What ランジェリー Boutiques Need to Know
Share
If you run a ランジェリー boutique or an online intimate apparel store の Europe, keeping an eye on import rules is an important part of managing your business.
From November 2026, European Union will introduce a new €2 Union Handling Fee 向け certain imported e-commerce goods, alongside a requirement 向け Product Identifiers (PIDs). These changes follow temporary €3 customs duty introduced の July 2026 向け eligible low-value consignments.
向け boutique owners sourcing ランジェリー, ボディスーツ, ストッキング, & other intimate apparel から suppliers outside EU, key is to understand which rules apply to your purchasing model—& to calculate full cost before placing an order.
1. What changes の November 2026?
There are two important developments to be aware of.
The €2 Union Handling Fee
From 1 November 2026, a €2 Union Handling Fee is scheduled to apply to eligible goods sold through distance sales & imported into EU. It is a customs-handling fee, separate から customs duty & VAT.
The fee is intended to cover costs associated 付き processing & supervising these imports. It should not automatically be treated as a universal €2 charge on every item の every type of commercial shipment: transaction & customs arrangements matter. Read European Commission’s customs guidance.
Mandatory Product Identifiers (PIDs)
Product Identifiers are also becoming mandatory から 1 November 2026 under relevant e-commerce import rules. They support product traceability & help customs authorities identify goods more accurately.
Retailers should speak 付き their サプライヤー, carrier, or customs representative about product information required 向け their specific shipments. Do not assume that a store’s internal SKU alone will satisfy every customs-data requirement.
2. Remember €3 customs duty introduced の July
The November handling fee is separate から temporary €3 customs duty that began on 1 July 2026.
The temporary duty applies to eligible low-value consignments 付き an intrinsic value of no more than €150 under relevant rules 向け distance sales of imported goods. It is calculated according to applicable item & tariff classification—not simply by counting every physical garment の a parcel.
向け example, five garments that fall under same relevant tariff classification may be treated differently から a parcel containing garments & products の another classification. The exact treatment depends on goods & declaration.
The important distinction: customs duty, Union Handling Fee, & VAT are separate matters. Whether & how they apply depends on shipment & import arrangement.
向け official explanation, see European Commission’s guidance on temporary €3 customs duty.
3. Do these changes affect every 卸売 order?
Not necessarily の same way.
A boutique ordering products の bulk 向け commercial import is not automatically の same situation as an individual consumer buying a low-value parcel directly から a non-EU online seller. The new measures discussed here are specifically connected to EU’s rules 向け distance sales & e-commerce imports.
Your actual costs & responsibilities may depend on factors such as:
-
Whether transaction is a business-to-business 卸売 purchase or a distance sale to an individual consumer.
-
The customs declaration & import procedure used.
-
The value & tariff classification of goods.
-
Whether goods are shipped directly to end customer or imported into retailer’s own stock.
-
Who acts as importer or declarant, & who is responsible 向け duties, VAT, & customs formalities.
Before changing your sourcing strategy, ask your carrier or customs representative to confirm how rules apply to your own route & shipping arrangement.
4. How ランジェリー専門店 can plan purchasing costs
New customs requirements are a good reason to review your landed cost— total cost of getting products into your business & ready to sell.
Calculate full cost, not just product price
Your product cost is only one part of final calculation. Depending on arrangement, you may also need to account 向け international freight, customs duty, VAT, handling or clearance charges, & domestic delivery.
Ask your サプライヤー & logistics provider to clarify which charges are included の quotation & which may be payable separately.
Compare direct-to-customer shipping 付き importing stock
If you sell online, compare cost & administration of shipping each order directly から overseas 付き cost of importing a batch into your own inventory.
Bulk purchasing can make inventory management & fulfilment more predictable 向け some businesses, but it also requires upfront cash & creates risk of unsold stock. The right approach depends on your order volume, margins, storage capacity, & customers’ delivery expectations.
Test demand before committing to large quantities
Boutiques often need to balance variety 付き inventory risk. Ordering a large quantity of an untested スタイル may tie up cash & leave you 付き stock that is difficult to sell.
Where your サプライヤー permits it, consider starting 付き a smaller mixed order, testing customer response, & reordering スタイル that perform well. Remember to compare full landed cost 向け each order サイズ rather than assuming a smaller or larger shipment will always be cheaper.
Keep product & shipping information organised
Maintain consistent product descriptions, model references, materials information, & other records requested by your サプライヤー or customs representative. Ask which identifiers & data fields are required before your next shipment, particularly if you sell through multiple online channels.
Good records can reduce avoidable delays & make repeat purchasing easier.
5. Questions to ask your ランジェリー サプライヤー before ordering
Before confirming an order, ask these practical questions:
-
Which shipping method will be used, & where will goods be dispatched から?
-
Is quotation 向け shipping only, or does it include customs clearance, duties, & VAT?
-
Who will be responsible 向け import declaration & any charges due on arrival?
-
What product identifiers & supporting information are required 向け shipment?
-
Can サプライヤー provide a clear breakdown of product costs & shipping charges?
-
What is expected delivery time, & what happens if customs requests additional information?
If a サプライヤー offers a delivered-duty-paid (DDP) arrangement, confirm exactly which costs & responsibilities are included の writing. The term alone should not replace a clear explanation of agreed service.
6. Build a sourcing plan that fits your boutique
向け independent ランジェリー retailers, a sustainable buying strategy is about more than finding a low unit price. It means choosing products customers want, maintaining a manageable stock level, & understanding costs involved の getting each order delivered.
A practical approach is to:
-
Select スタイル that fit your customers & store positioning.
-
Check minimum order quantity & whether スタイル, sizes, & colours can be mixed.
-
Request a shipping quotation 向け your destination & intended order サイズ.
-
Confirm customs & product-data requirements 向け your specific import arrangement.
-
Calculate expected landed cost & retail margin before confirming purchase.
Taking these steps can help you make more informed purchasing decisions as EU import procedures evolve.
